The Special Investigating Unit (SIU) has uncovered extensive fraudulent property transfers in Ekurhuleni, involving over 221 properties sold without proper municipal authority. The estimated value of these transactions is approximately R58 million.

The SIU reported on 19 municipal investigations, with 15 completed and four still ongoing. They identified nearly R59 million for potential recovery and over R545 million in contracts set aside due to irregularities.

Fraudulent documentation facilitated the unauthorized sales in Villa Liza Township. The SIU made 208 criminal referrals to the National Prosecuting Authority regarding these transfers.

The SIU’s investigation into eThekwini Metropolitan Municipality focused on irregularities within the Human Settlements Infill Housing Programme. They found multiple legislative contraventions during this inquiry.

Actual recoveries from all investigations thus far amount to just R1.14 million. The findings highlight systemic governance failures across municipalities, raising concerns about corruption and maladministration.

The scale of dysfunction in South Africa’s municipalities is not new. As of early 2026, over 150 municipalities are in significant financial distress.

The final report on the investigations remains under review by the President. Observers expect that the findings may reveal further irregularities beyond those already identified.

The SIU has been investigating municipal governance failures since 2012. However, the exact number of prosecutions or convictions resulting from the 362 matters referred to the NPA since then is unclear.
