Bursary: Emfuleni’s Programme Faces Scrutiny

bursary — ZA news

Emfuleni’s mayoral bursary programme is under fire for lack of transparency and potential political favoritism. The R6.6 million initiative has provided financial aid to only 65 students over the past three years.

The Emfuleni Local Municipality has faced scrutiny regarding its bursary allocation process. Critics argue that the municipality does not collect data to determine if recipients are related to officials or councillors. This oversight raises concerns about fairness in student support.

Kingsol Chabalala, a local leader, stated, “The system may be vulnerable to favouritism.” He added that this undermines fair access to opportunities, shutting out deserving young people in favour of politically connected individuals.

In contrast, other bursary programmes, like the Doris Bradshaw Bursary, assess applicants based on need and experience. This annual award supports two students aged five-to-19 studying music. The Entwistle Technology Bursary, established with a $1 million donation, aims to assist underserved youth in Canada.

Key facts about Emfuleni’s bursary programme:

  • The programme has a budget of R6.6 million.
  • 65 students have benefited from the scheme in three years.
  • No information is collected on recipients’ connections to municipal officials.

Mphikeleli Msibi called the exclusion of a disclosure clause a serious oversight. He emphasized the need for transparency in education funding initiatives.

Concerns persist about the identities of bursary recipients. Officials have not disclosed this information due to lack of consent from those involved.
