What is the current situation regarding school placements in the Western Cape?
The Western Cape Education Department (WCED) has opened applications for the 2027 school year as of March 10, 2026. This move comes amid concerns over the number of learners who remain unplaced, particularly in Grade R, where 191 of the 227 unplaced learners are situated.
The application window for the 2027 school year will remain open until April 14, 2026. Parents are encouraged to apply early to ensure their children are included in the first round of placements. Bronagh Hammond, the WCED’s Director of Communications, stated, “The on-time applications window opens on Tuesday, March 10, 2026, and will close on Tuesday, April 14, 2026.”
In the lead-up to this application period, the WCED received 2,908 late applications between February 11 and 25, 2026. This influx of late applications has raised alarms among political parties, who argue that the ongoing failure to place these learners violates their constitutional right to basic education. Khalid Sayed, a representative of the ANC, emphasized that “the ongoing failure to place these learners violates their constitutional right to basic education.”
To facilitate the application process, parents must upload several required documents, including the learner’s most recent school report, proof of identity, immunisation card, and proof of residence. Hammond noted, “It is the responsibility of parents to apply for schools in a timely manner.” Preparing these documents before the application period opens will make the process quicker, easier, and less stressful.
In response to the situation, the WCED plans to host pop-up admission sites across the province during the application window, aiming to assist parents in the application process. The urgency of addressing the unplaced learners has prompted the ANC to request an urgent debate in Parliament regarding the matter.
As the application deadline approaches, the focus remains on ensuring that all learners are placed in schools for the upcoming year. However, details remain unconfirmed regarding the effectiveness of the measures being implemented to address the concerns raised by parents and political parties alike.
